Grants to USA nonprofit and for-profit organizations, agencies, tribal governments, and IHEs to develop technology and procedures that help promote self-sufficiency for individuals with disabilities. Special emphasis is placed on individuals with severe disabilities. Funding is intended to maximize full inclusion and integration into society, employment, independent living, family support, and economic and social self-sufficiency. Additionally, the goal is to improve the effectiveness of services authorized under the Rehabilitation Act of 1973.

In carrying out a development activity under an FI Projects development grant, a grantee must use knowledge and understanding gained from research to create materials, devices, systems, methods, measures, techniques, tools, prototypes, processes, or intervention protocols, that are beneficial to the target population.

An applicant should consult NIDRR’s Long-Range Plan for Fiscal Years 2018-2023 when preparing its application. The Plan is organized around the following outcome domains: (1) community living and participation; (2) health and function; and (3) employment. Applicants for FI projects must specify in their abstract and project narrative which of NIDILRR’s major outcome domains their proposed project will focus on. Although applicants may propose projects that address more than one domain, they should select the primary domain addressed in their proposed project.

FIP research applicants must define the stage or stages of research that they propose to conduct. These stages - exploration and discovery, intervention development, intervention efficacy, and scale-up evaluation - are defined on Page 4 of the RFP in Attached Files, below.

  • Native American tribal organizations (other than Federally recognized tribal governments)
  • Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education
  • Nonprofits that do not have a 501(c)(3) status with the IRS, other than institutions of higher education
  • Private institutions of higher education
  • Public and State controlled institutions of higher education

  • Special district governments
  • State governments

Additional Eligibility Criteria:

States; public or private agencies, including for-profit agencies; public or private organizations, including for-profit organizations, IHEs; and Indian tribes and tribal organizations are eligible to apply.

Foreign entities are not eligible to compete for, or receive, awards made under this announcement.

Pre-proposal Conference:

A pre-application teleconference meeting will be held between 1:00 p.m. and 3:00 p.m. (Eastern time) on December 18, 2019.

Interested parties are invited to participate in the pre-application meeting to discuss the funding priority and to receive information and technical assistance. You must contact Megan Alvarado to participate in this meeting.

NIDILRR staff also will be available to provide information and technical assistance via individual phone consultations from 3:30 p.m. to 4:30 p.m. on the date listed above. Requests for individual consultations during this one-hour window must be made in advance to Megan Alvarado.

Pre-Application Information:

Applications must be submitted electronically through Grants.gov by 11:59 PM Eastern Time on January 27, 2020. The estimated award date is September 30, 2020.

Applicants are strongly encouraged to submit applications a minimum of 3-5 days prior to the application closing date. Do not wait until the last day in the event you encounter technical difficulties, either on your end or, with Grants.gov, which can take up to 48 hours to notify you of a successful submission.
