Grants to USA and Israel businesses for collaborative technology projects with commercial potential. Applicants are required to submit an executive summary prior to the full proposal. Funding is intended to support the development of products and processes in a wide range of topics.

To be considered, a project proposal should include: 

  • R&D cooperation between two, unrelated companies, one registered in the US and the other in Israel. The companies should jointly apply for BIRD support.
  • Research and development topics that include but are not limited to: Advanced Manufacturing, Agrotechnology, Cleantech and Environment, Communications, Construction Tech, Electronics, FinTech, Gas, Healthcare IT, Homeland Security and Cyber Security, Life Sciences and Bio-Convergence, Software, Water and Wastewater technologies, etc. 
  • A jointly developed technology or product(s) that shows considerable innovation.
  • A proposed project that demonstrates significant commercial potential.

Estimated Size of Grant:

The maximum conditional grant per project is up to US $1 million; the BIRD Board of Governors may exercise its discretion to increase the award up to US $1.5 million for exceptional proposals.

Term of Contract:

Project effective date (start date) may be as early as the 1st day of the month in which the final Project proposal is submitted jointly by the companies, and Project duration may be as long as 3-4 years, if deemed necessary for reaching commercial readiness.

Additional Eligibility Criteria:

Any two companies, one registered in Israel and the other in the U.S., may jointly apply for BIRD support, as long as they have the combined capability and infrastructure to define, develop, manufacture, sell and support an innovative product or service, referred to as "the Product". The two partnering companies are collectively referred to as "the Proposer". One key criterion is that each company has the demonstrated ability to carry out its part of the Product's joint development program, referred to as "the Project", as well as its part in the commercialization. Another key criterion is that the nature of the business relationship between the two companies is that of sharing; both in the Product's development program and in the revenues derived from its commercialization.

Ownership of the companies can be private or public. The project partners should not be related companies.

BIRD funds up to 50% of the R&D costs associated with the joint project.

The Executive Summary is a concise document on which a “GO-NO GO” recommendation in based. Therefore, it is highly recommended to speak with a member of the BIRD staff before submitting an Executive Summary. An initial discussion may be held with staff in Israel or in the U.S.
