Grants to USA, Canada, and International academic and research institutions, private and nonprofit organizations, UN and governmental agencies, and private companies to address education needs during times of crisis, including the Coronavirus (COVID-19) pandemic. Funding is intended to support the generation and dissemination of relevant and usable research that helps prepare for emergencies and large-scale disruptions.

It is estimated that over 91% of students globally have had their education interrupted due to COVID-19. This global pandemic is having an unprecedented impact on education systems around the world and is exacerbating existing challenges related to education and learning. COVID-19 has highlighted the need for quality evidence to support emergency preparedness and response across education systems globally.

Criteria for Funding 

Dubai Cares and INEE have designated the following criteria for E-Cubed funding. These criteria exemplify the E-Cubed approach to strengthening the EiE (Education in Emergencies) evidence base.

  • Proposal outlines "usable" research which contributes to the evidence base in EiE by identifying and responding to a gap in data or evidence. 
  • Research design, implementation, and dissemination is led by, and inclusive of voices of people and institutions within crises-affected contexts. 
  • Research includes a clear dissemination strategy to produce a Global Public Good. In its simplest form a Global Public Good is a resource that is freely available with no restriction in access. 

E-Cubed only funds research costs.

The minimum grant per proposal is roughly $100K and the maximum is $1M; however proposal budgets are considered on a case-by-case basis.

Term of Contract:

E-Cubed funds multi-year projects. Grantees will coordinate with Dubai Cares to agree on multi-year fund allocation.

This fund aims to support quality research and evidence. It therefore requires applicants or research teams to have extensive demonstrated experience in the research and analysis methodologies proposed.

Graduate or PhD students may be included as researchers or assistants in institutional proposals but E-Cubed cannot fund proposals from individual students.

There are no regional priority areas.

E-Cubed will not fund long-term operational capacity building without a research component, but encourages applicants to integrate capacity building opportunities into inclusive research process design and partnerships.

E-Cubed will not fund program design or implementation, and will not substitute any funding that should be available as part of existing programmatic funding.

E-Cubed does not fund scholarships, family needs, or individuals.

Pre-Application Information:

Proposal submission deadline: October 3rd, 2021 at 11:59pm EDT

The proposal review process varies in length depending on the quantity of proposals received. Typically the review process takes roughly four months.

After an (initial) review, 10-12 proposals are shortlisted for funding. Applicants will generally be notified of their proposal standing after three months at which time Dubai Cares reviews shortlisted proposals. Once selected, finalists/grantees will be asked to submit an extended proposal, complete with a detailed budget and timeline.

A key consideration when selecting proposals for funding is the support of EiE research that is freely accessible to, designed for, and inclusive of local EiE actors. Dubai Cares also considers how research will support evidence generation in underfunded and under-researched areas and contexts. Dubai Cares strives to select proposals which cover a diverse range of research locations, methodologies, and inquiries.

Budgets should be submitted in the currency that will be used for the majority of research.

Once projects are funded, it takes on average 3-6 months for projects to be launched.

Grants are fixed-price, not cost reimbursable.

Organizations can submit multiple proposals.
