Grants to Delaware county and municipal government entities to support environmental resilience efforts and planning activities. Funding is intended to evaluate, prepare for, and mitigate flood risks by creating and developing effective planning strategies for decreasing coastal hazards.
The Resilient Community Partnership program provides technical assistance and potential funding to plan for and reduce the impacts of coastal hazards related to flooding from sea level rise, coastal storms, and climate change through the development of planning strategies at the local level.
Each community will differ based on their needs and capacity, but possible strategies include upgrading floodplain ordinances with higher standards, changing land use regulations, enhancing riparian buffer and subdivision ordinances, establishing a transfer of development rights program, writing and implementing site plan review policies, and approving fiscal policy tools to help finance property buyouts, land acquisition, conservation easements, or resiliency reserve funds.
The DCP is soliciting Requests of Interest (ROI) from county and municipal government entities within the State of Delaware to enter into a Resilient Community Partnership to advance the implementation of equitable resiliency strategies. The DCP and IPA will work with the RCP awardee(s) to determine the technical needs of the proposed project and, as appropriate, retain subject matter experts or other resources to meet project requirements and deadlines.
